Description of work:
Here, the concept developed in WP3 will be converted into a tool, which will be a strategy guide enabling the replication of the project results in other regions.
The strategy developed will serve as guide for decision takers who want to promote the decentralised and regional production of a valuable material as pellets and wood chips. The tool will lead and advise these decision takers for setting up legislative measures for the promotion of biomass use in domestic heating systems. This tool will pay special attention on the measures to be taken on municipal level, considering the integration of regional resources and the differences of the regions. The tool will be applicable for any region in Europe.
The aim of the strategy development is to define the steps to follow in order to implement successfully the concept proposed in the previous work package.
Outcome of this work package:
A TOOL in form of a strategic plan to be used by governmental decision takers on any level to introduce biomass use in form of user friendly pellets and wood chips. The tool will be finally introduced into a software, freely available in Europe, also tailored to the needs of the decision makers on governmental or legislative level. The purposes of the tool is to guide the mentioned decision takers through the whole process of implementing the wood chips and pellets technology (from the initial assessment of the potential in a given region towards the set up of a infrastructure which can sustain the wood chip and pellet economy). The persons to benefit from the projects are many: all the group of people who supply the raw material (usually in the rural sector), the transport and logistic people, and the end users, who have new alternative for heating purposes which is independent of fossil fuel. This tool will be however first validated within the next WP5, where following regions will be targeted: - Sierra de Gata (Spain), Cova da Beira (Portugal) and Bellovo (Bulgaria) serving as a tool for its replication in different European regions.
